Abstract
This research investigates the contributing factors to the formation of the Spontaneous areas (unplanned, mostly illegal areas), in the Saudi context with a lens on the rules and regulations, and how they influence the continuous formation of the Spontaneous areas in Saudi Arabia. Such investigation is meant to enable stakeholders to understand the root causes of formation, and hence develop a strategy to halt, manage, and prevent the formation of those areas in the cities. To achieve the research objective, it reviews the regularity issues and laws (including Shariah Laws), in addition to how of the national interventions strategies, policies, and examples, for the purpose of evaluation and the conclusion of applicable lessons. Additionally, the research reviews the related factors affecting the formation of Spontaneous areas in terms of social, economic, and religious attributes.
The research is an investigating-nature, which adopts a mixed-type methodology. It combines literature review and empirical work using desk-top analysis and depending on employing the following tools:
a. Data collection:
Visual observations, site visits by the researcher, structured surveys, historical review. (literature extracted from books, internet, and data inventories etc.), structured interviews (with specialists), general discussions (via social media), and questionnaires with specialists and normal residents.
b. Data analysis:
Site analysis, analyzing previous studies tackling Spontaneous areas in Jeddah, review and analyzing rules, regulations and system related to properties and land tenure ship.
The research looks after the characteristics of these areas in general and summarizes the study projects made by Jeddah Municipality for the Spontaneous areas in Jeddah, including the characteristics, urban obstacles, opportunities and the suggested intervention plans.
Throughout the research, the current rules and regulations affecting the Spontaneous areas will be reviewed, and recommendations for avoiding the formation of new Spontaneous areas will be included, as well as how to determine the appropriate regeneration methods to match the new development trends?
